An officer of the occupiers speak, because he was ordered to do so

Below is the letter of a Pakistani-occupier’s police official to a Pakistani English newspaper. We want to just post this that what occupiers want to convey for what purpose, in an “innocent way”. By the way the letter’s title was “Balochistan insurgency: an insider speaks”.
The letter:
THIS is apropos of Kausar S. Khan’s letter, ‘Murder of five men in Quetta (July 3), in which the writer has lamented that despite the brutal murders the police have not arrested the murderers and civil society has not condemned its perpetrator, the BLA.
I want to give the readers an insider’s view of these attitudes. I had assumed the charge of Capital City Police Officer, Quetta, in 2004, when the city was under curfew in the aftermath of the killing of 43 Hazaras in one incident.
Quetta had witnessed over 200 sectarian killings during a period of one year preceding my posting. ‘Lashkar-i-Jhangvi (LJ)’, and not the Balochistan Liberation Army (BLA), was behind these killings. The BLA had its own separate agenda of eliminating ‘Punjabi’ settlers’ in target killings and making bomb blasts at congested places to challenge the writ of the government. In just one such blast at the busy Mezaan Chowk, two dozen persons were killed.
The Quetta police took up the challenge and as a result not a single incident of sectarian attack or BLA-related killing took place during the next year.
The reason was that all sectarian killers and BLA members were arrested in coordination with the ISI and the MI.
The coordination of the police, the intelligence agencies and community leaders was such that suicidal bombers hideouts were identified and raided before they could operate.
But soon after these landmark achievements were made, the events that unfolded afforded me an opportunity to peep into the reasons as to why terrorism thrived.
I faced institutional resistance to taking my gains to their logical end. Some examples would catch the whole situation in a microcosm. I received intelligence reports that Lashkar Jhangvi was planning to ambush DSP Nisar Kazmi who was interrogating the arrested sectarian terrorists.
I tried my best to get an official house allotted to him in the Police Lines for his safety, but the police department refused it.
As a result, the DSP was attacked and critically injured, while the police killed one of the assailants in hot pursuit. The said DSP has got himself transferred to Punjab for his safety.
Sub-Inspector Shahid Raisani, who interrogated the BLA men, too applied for official quarters in the Police Lines, which was refused by the Police Department. He was gunned down by the BLA.
I myself was so demoralised due to institutional resistance and non-cooperation that I was constrained to request the then chief minister for a transfer.
The ‘Hazara’ Councilor mentioned by Kausar S. Khan is the same Talib Ali Agha who had cooperated with me in identifying the hideout of two prospective suicide bombers.
The terrorists were raided but they blew themselves up to avoid arrest. He too has paid the price for patriotism.
Taking lessons from all this, several SSPs, SPs, DSPs and SHOs who had participated in my campaign took turns to seek pardon from the BLA.
I dare them to take ‘polygram tests’ to deny my claim. That explains as to why the police are reluctant to arrest the terrorists. Civil society is always timid.
When the police are scared and demoralised, how can an unarmed shopkeeper, schoolteacher or a lawyer gather courage? Ultimately it becomes a conspiracy of silence.
Matters have become worse in Balochistan as police indifference has emboldened the terrorists. The BLA and LJ have joined hands. Due to lack of enforcement, even terrorists challenging Iranian government have set up bases in Balochistan.
Foreign interference is rampant. The demoralisation of the police has encouraged criminal gangs from as far as Kandhar in Afghanistan to freely prey upon the citizens of Quetta.
These intertwined factors, mutually stimulating each other, have created a syndrome of extraordinary force.
Dozens of Punjabi settlers have lost their lives to grenade attacks. About two dozen Punjab policemen have died in target killings. ‘Memon, ‘Parsi and’ Ismaili’ businessmen are selling their properties in Quetta at throwaway prices. Journalists are being threatened. Kidnappings are rampant.
When Chief Minister Nawab Aslam Khan Raisani took the oath, he asked me to return to the Balochistan police. I consented but told him that political commitment akin to what was exhibited by Gen Naseerullah Babar in rooting out urban terrorism in Karachi was needed.
Otherwise it would become another round of policemen and cooperating community leaders losing their lives and honour for a cause that nobody owns.
Is that commitment there? These are some 45 to 50 terrorists who are to be nabbed or killed.

BLA denies connection with the new “list”

Previous night Baloch Liberation Army’s (BLA) spokesman Mir Azad Khan Baloch informed news agencies (via satellite phone) in Shal/Quetta that BLA has nothing to do with “Hit List” which was published by newspapers. He warned newspaper owners that not to affiliate BLA with ISI propaganda.

It is not BLA’s list

From last couple of days there is news in local print media (of Shal/Quetta) that Baloch Liberation Army (BLA) has issued a “Hit List” of Baloch collaborators. The “Hit list” includes the names of 21 Balochs and of a Pashtun.
We must remember that in the past (year 2005) BLA issued an “Hit list” of Baloch national traitors, and BLA attacked those which were included in the list including Jam Yousaf and Qodus Bezenjo. Still BLA has not backed down from its previous list, but again this time (June 2009) why BLA issues another “Hit List”? Including a Pashtun in it!
Baloch sources say that this list is issued by Pakistani secret service, the ISI, to cause confusion among the Baloch ranks and incite enmity between Balochs and Pashtuns. They (Baloch sources) are stunned at the naïve tactics of ISI, because ISI had included all the names of Baloch traitors (which BLA’s previous list has) but in them the also blended a name of a Pashtun leader, Mahmood Khan Achakzai. Baloch sources say that why will BLA target a Pashtun? Never! Baloch resistance organizations have nothing to do with Pashtuns, and Sindhis too, they are like Baloch, slaves of Pakistan.
But one gain the Pakistani enemy had got that how quickly they transmitted this “Hit List” to the print and Internet media.


Baloch national traitors will never be pardoned, but Balochs (BLA) will decide who will be eliminated and when, not Pakistanis!

Iranian occupiers kidnapped a Baloch woman

UK: June 12, 2009. (PCP) Several Baluch armed groups and tribal chiefs threatened to take action if Mrs Zari Naroee was not released from jail immediately. Mrs Naroee was arrested on 9. 6.09 but was released after the Baluch dignitaries intervened. She was arrested again two days later on 11th of June and was taken to the Intelligence Ministry’s prison in Zahedan, the capital of Baluchistan. Her husband, Zabihollah Naroee was hanged on 30.5.09 .He was a cultural activist who had been arrested few months ago.

The angry Baluch tribal chiefs, armed groups and specifically Jondollah announced that the Baluch women have never been involved in political or military matters. This has been an established part of Baluch code of conduct and culture. The Baluch men have never insulted any woman from any background and from any colour, religion tribe or race. This is an accepted principle among the Baluch to honour the woman of their opponents and enemies. For the same reasons they have never allowed any governments or adversary to the insult, arrest, torture or hang any Baluch women.

The Islamic Republic of Iran violated this internationally accepted principle of human rights several times and each time they were encountered by the strong wrath and reaction of Baluch people. Every time the Islamic Republic of Iran retreated as a result of widespread actions by Baluch people. This time will not be different.

Some groups threatened that if Mrs Naroee is not released immediately no non-Baluch women will be safe in Baluchistan and the regime will be responsible for the consequences. The Baluch people believe that proportionate retaliation is permitted in their own culture and according to international law.

GENEVA: MEHRAN BALUCH, of Interfaith International, said Baluchistan was a sovereign independent nation that was forcibly occupied in 1948 by neighbouring Pakistan. Since then the occupying power had used every method to enslave the Baluch, and had exploited and plundered Baluchistan’s resources. The level of international deception by the Occupying Power was not only regrettable but extremely shameful. The world had to acknowledge that the Occupying Power had been deceitfully marketing itself and its importance internationally at Baluchistan’s expense. The continued subjugation and oppression by the Baluch by the occupiers for over 63 years had brought even the weakest Baluch to the conclusion that national liberation of Baluchistan was the final solution.

Mr. Chairman,

Baluchistan was a sovereign independent nation which was forcibly occupied in 1948 by neighboring Pakistan. Since occupation the Baluch have been struggling for their national liberation. Hoverer the occupying power has used every method to enslave the Baluch, exploit and plunder Baluchistan’s resources in order to sustain – “the occupying Nation”.

Mr. Chairman,

The level of international deception by the occupying power is not only regrettable but extremely shameful. I say this because it presents it-self in the international community as a strategically important and viable nation where as it’s neither without Baluchistan’s landmass and its resources.

Mr. Chairman,

The occupying power frequently boasts about its strategic position in South Asia. But what strategic importance does Punjab province have? Not much, because they are land locked, over populated and without any significant natural resources.

Mr. Chairman,

The world has to acknowledge that the occupying power has been deceitfully marketing itself and its importance internationally only on Baluchistan’s expense. Almost the entire cost line of Pakistan is Baluchistan.

Resources such as gas, coal, gold and other natural minerals produced in Baluchistan is looted and plundered by Punjabi Pakistan. Almost 50% of Pakistan’s land is Baluchistan.

Mr. Chairman.

It is interesting to see that occupying power portrays us as anti-Islam to its own people where as it portrays us as Islamic fundamentalists to the west.

Mr. Chairman,

The continued subjugation and oppression of the Baluch by the occupiers for over 63 years of occupation has brought even the weakest Baluch to the conclusion that national liberation of Baluchistan is the final solution.

The occupying Government has enjoyed a free hand in Baluchistan where it has carried out 5 major military operations over 6 decades , killed tens of thousands, abducted and tortured thousands, Yet it remains champion of Islam and advocate of human rights.

Mr. Chairman,

I was the first person to bring the case of gross human rights violations committed in Baluchistan by the occupying Pakistani Army, ISI and the establishment to the United Nations Human Rights Commission in 2001.

Pakistan has tried to silence me by registering false criminal cases against me and my family. Pakistan through its notorious ISI has intensified an extensive propaganda campaign against Baluch human rights defenders worldwide.

They have gone as far as threatening the Head of NGO that accredits me, presented false Interpol papers to international governments, tried to blackmail the British into extraditing me to Pakistan and as well as requesting the Swiss authorities on a number of occasions to arrest me on the false basis of terrorism.

Mr. Chairman,

The Pakistani establishment is doing its best to break the will of the Baloch for freedom and human rights but it is unstoppable, therefore it is promoting the policy of divide and rule with the promise of autonomy for the Baluch through its so-called democratic government and its agents, in order to disillusion the Baluch nation and the international community into believing that Pakistan is sincere in resolving the Baluch conflict.

The struggle of liberty over oppression is the struggle of memory over forgetting. And we have not forgotten that once we were free.

The Human Rights Council on 10 Jun 2009, concluded its general debate on human rights situations that require its attention and its general debate on human rights bodies and mechanisms, under which it heard the President of the Council present reports on his visits to Brazil and Bahrain in April and May this year.

In the general debate on human rights situations that require the Council’s attention, a series of non-governmental organizations (NGOs) raised a number of issues about violations of human rights in specific countries and regions, and also highlighted thematic violations, including women and women’s rights, violence against women and honour killings, and the right to development and to self determination.

Yesterdat two thousand Baloch children and women participated in a rally againts Iranian killings of Baloch people and said Baloch people will attack Iranian nationals in pakistani-occupied Balochistan.

Zakir Majeed, senior member of BSO Azad has been kidnapped by pakistani agencies from Mastung, there is unrest all across pakistani-Balochistan, fighting is continiues in Dera Bugti, Kahan and other areas. 3 Baloch martyred by Pakistani forces, 6 pakistani troops killed in Dera Bugti. Students burn down a bank and offices of occupiers in Awaran, demanding release of Zakir Majeed.

Today (6 June) Baloch Students Organization (BSO) Azaad commemorated “Baloch Cultural Day” at University of Balochistan, Shal. All the Baloch students, female and male, of university take part in the function. All of the students were wearing Baloch national dress, white turban of the boys and big-pocket shirts of the girls. BSO had organized many enlightening stalls regarding Baloch culture that included daily-life objects, which were used by Baloch people in the past. Like toys, swords, muskets guns, traditional crockery, tents, women and men wear, musical instruments, smoking pipes, decoration pieces of 100 years back and many other such things. BSO members also distributed a booklet on Baloch nationalism by Inayatullah Baloch, to the participants. There was also arrangement of traditional Baloch dance music, Baloch students in the circle of hundred or more make Chaap/dance around dream Dohl (drum) beaters and Surana players. The faculties of Balochi and Brahui departments take part in the function, Professor Azeem Jan of Brahui department sing his famous revolutionary songs. Azeem Jan said “I am singing after a very long time because of you, BSO, since you are divided into factions and criticize each other very harshly that’s why my conscience not allows me to sing for you. Be united.” Ballad singers from Kholu-Kahan performed Narh Sor that charged the audience, they highly praised Baloch martyrs. Jangi Khan a famous folk singer sang many folkloric Balochi and Brahui songs and many other singers also performed, with live music.

The function was arranged in the front of Arts Faculty. There is no fix day for “Baloch Cultural Day” it was arranged just to remember Baloch traditions. BSO has also invited Pashtun students of Pakhtun Students Federation (PSF) and Pashtun Students Organization (PSO) to the gathering. Some Pashtun students were also wearing their traditional dress in solidarity with their Baloch counterparts. There was heavy presence of Pakistani occupation forces, they were on alert like being insulted by the Baloch youths. Also some wasted interests like Alleyar (of Mohiudin) tried to sabotage the function by bring his own dance musicians but it dried down soon.

The culmination of function came with a final Chaap/dance performance by Baloch students, as the students with swords in their hands and white turbans on their heads in ecstatic temper moved circularly around drummers. During this time to youths throw away the flag of Pakistani occupiers and hoisted the flag of Balochistan on University of Balochistan.
